Are these carrots still good, what would you do?

I have green giant baby cut fresh carrots that came in the bag that you buy. The use by date is september 22, today is october 7. The carrots still look good. How do you know if they are bad? Can they last that long past the use by date? I wanna make beef stew with them, not eat them raw. What would you do?
