What is Moon Sand (the toy stuff) made of?

Is it pure plastic? What makes it waterproof? I'm concerned about safety. I ume it's relatively safe to ingest (accidentally--I'm not planning on feeding it to anyone), but what if it's inhaled? Does anyone know if it's caused allergic reactions?
