Is Gloria Macapagal Arroyo Guilty of Crime of extra judicial killings in the Philippines or not?

The United Nation Special RAppotuer for Human Rights concluded from its fact finding mission to the Philippines that the killings of more than 800 political activists, lawyers, journalists and church people are pointing to the Armed Forces of the Philippines as accused. President Gloria Arroyo being the commander-in-chief of the AFP should not be excused.
